You never know who compiles those lists  , but I am dead sure that Mr Bean is not a sitcom (a situation comedy), but a physical comedy(a performance which relies exclusively on the use of the body to convey humor) - the one which is intended for,excuse my French and no offense to anyone meant,slow-witted and narrow-minded! 
Apart from those sitcoms mentioned I would also recommend watching Fawlty Towers, Only Fools and Horses and last but not least the one which I adore - Yes, Minister and its sequel Yes, Prime Minister
